United Nations, July 17, 2024 — UN Secretary-General Antonio Guterres has called for renewed efforts towards a political resolution to the ongoing crisis in Gaza, emphasising the need for a solution that aligns with international law and relevant United Nations resolutions.

Speaking on behalf of the Secretary-General, Courtenay Rattray, Chef de Cabinet, addressed the Security Council during a debate on Gaza. He underscored the severe conditions in the region, marked by continuous conflict and instability, and expressed deep concerns about the escalating regional instability.

“In recent weeks, Israeli military operations and fighting have intensified across Gaza. Rockets continue to be launched by Palestinian armed groups towards Israeli population centers,” Rattray reported, painting a grim picture of the current situation.

Highlighting the dire humanitarian situation, he stated, “Rafah is in ruins — and the Rafah crossing remains closed, further hampering humanitarian operations.” He noted the massive displacement within Gaza, where almost 2 million people — nearly the entire population of Gaza — have been displaced, many multiple times.

Rattray also addressed the breakdown in public order and the growing threat of regional spillover, reiterating the UN’s call for an immediate humanitarian ceasefire and the “immediate and unconditional release of all hostages.”

He stressed the critical need for consistent access to humanitarian aid across all crossing points to ensure the survival and well-being of the civilian population. “We must change course. All settlement activity must cease immediately,” Rattray emphasized.

Condemning Israeli settlements as a “flagrant violation of international law and a key obstacle to peace,” Rattray called for the restoration of governance in Gaza under a legitimate Palestinian government and the strengthening of the Palestinian Authority to lead recovery efforts.

The United Nations remains steadfast in its commitment to supporting all efforts towards achieving a sustainable peace agreement that adheres to international law and UN resolutions. Rattray concluded by urging all parties involved to intensify efforts to end the violence and work towards a lasting resolution that respects the rights and dignities of all people involved.
